Enforcement of Community Penalties (2007): A Thematic Report

This report analyses a sample of adult and youth cases (184) in three criminal justice areas and tracks them from start to finish through the enforcement process.

It identifies why and where delays occur in the enforcement of community penalties.

Having offenders comply with the requirements of their community penalties is a high priority – failure to achieve this reduces public confidence in the criminal justice system.

Enforcing community penalties swiftly and effectively therefore becomes a key performance issue for all the agencies involved in it.

It is one of the Prime Minister’s top priorities for the criminal justice system as a whole.

Narrowing the Gap: The inspection of children's services

This report examines evidence from 37 joint area reviews of local authority children’s services that took place in 2005-06 and the annual performance assessments of 102 councils that took place in 2006.

It finds that most local authorities are making a good contribution towards delivering better outcomes for the majority of children and young people.

However, it also finds that for a significant minority provision is not good enough and authorities need to do more to redress this inequity.

Guidance on Community Cohesion

Building cohesion is not an approach that government - central or local - can impose.

Like most aspects of community life, cohesion is something that people themselves generate, but which government and its partners can facilitate.

The Home Secretary has launched Improving Opportunity, Strengthening Society, the Government's strategy to increase race equality and community cohesion.

This guidance is designed to assist all local authorities from the largest counties to the smallest districts and their partners in strengthening and building community cohesion.

Mentoring schemes for young offenders are expensive and do not work, a new Youth Justice Board study has found.

Mentoring “succeeded in some respects – particularly in reintegrating young people into education, training and the community,

Reaching and Serving Teen Victims

Recent evidence suggests that teenagers are more likely to become victims of violent crime than adults, are also likely to suffer re-victimisation, and are less likely than other groups to report their victimisation.

This new guide from America gives practical advice on reaching and serving this vulnerable group.

At home, at school, and in public places, teenagers are victimised by assault, rape, robbery, and other crimes.

Data from the United States shows they are twice as likely as adults to become victims of violent crime.

These victims are frequently more vulnerable to being revictimised - an American study found that 80% of youths reporting violent victimisation had been victimised two or more times.

Despite being victimised more often than other age groups, teens are the least likely to report their victimisation.

This guide will help victim service providers reach and work with teen victims more effectively.
